IS-IS Level 2 router for area. (Question #34)

Given the following output from a show isis database command, can you identify which of the neighbors of the router on which this command was issued is a level-2 router?

Comments:
R2 has the ATT bit set to 1. So it has an inter-area connection. However, I would have thought it is an Level-1-2 router and not a Level-2 router. Is that what you meant or am I missing something?
